Eastham fishing regulations

Hello

Sorry if this sounds stupid. But I am new to all of fishing and all of these fishing regulations. I live in Crewe, When I checked the reports map in this site I found the nearest place to me is Eastham. Am I allowed to catch and take the fish for eating (as allowed in sea fishing)? or Do I need a fresh water fishing license to fish in Eastham - River Mersey? Do I need to join any of the local angling clubs?

It is sea water not fresh so you don't need a license and you can take in-size fish
