But I still don't understand why

Wales are now out of lockdown as far as fishing goes and anglers can go anywhere they like within Wales but while England is still in lockdown until December 2nd at least, it is prohibited for anyone from Wales to travel to England and vice versa unless for valid reasons such as work e.t.c.....
