is there any place on mersey where i do not need a permit?

Hi , this is my first post and never fish towards merseyside before ( i'm a beginner). Is there anywhere that is easy access and doesn't need a dock permit. i don't think i'll venture on low tide as i don't know the are at all.

Try perch rock easy access ,easy parking, and theres been some nice fish lately. It is a low water venue but its a safe place to fish

Where in Heywood are you mate? If you fancy a few casting sessions on the field near the sports center just let me know.
There are loads of places to fish the Mersey.

you have more chance of going to southport beach and watching shergar than learning from sparky

just watch the tide for your own sake .
